Mayor Fulop pushing investigation into ex-Councilman Khemraj “Chico” Ramchal for stealing wife’s cell phone

According to sources, Mayor Steven Fulop is pushing an investigation into ex-Ward B Councilman Khemraj “Chico” Ramchal for stealing his wife’s phone following a holiday concert at the Landmark Loew’s Theatre this past Saturday.

Is ex-Ward B Councilman Khemraj “Chico” Ramchal the grinch of Jaclyn Fulop’s holiday season? According to multiple sources, Mayor Steven Fulop believes the answer is yes.

Jaclyn Fulop – founder and clinic director at Exchange Place Therapy Group, wife of Mayor Fulop – lost her personal cell phone while traveling in an Uber with Ramchal and her friends following the Mayor’s Holiday Concert at the Landmark Loew’s Theatre, sources say.

In short, after arriving at a Downtown JC bar, the city’s first lady realized she lost her phone. Jersey City police were notified that the mayor’s wife needed assistance, and a report was filed, though Ramchal was not initially accused, according to sources. Eventually the Uber driver was reached, but the phone was not in the driver’s vehicle nor is the driver currently a suspect.

The following Sunday morning the phone was allegedly activated, and apparently that could only be done by someone with the code – which a source says Jaclyn Fulop entrusted with Ramchal.

Ramchal is currently on probation for pleading guilty to assault by auto, a fourth-degree offense, and theft by deception, a third-degree offense, per the Jersey Journal. Mayor Fulop has allegedly stated he plans to go to the Hudson County Prosecutor’s Office regarding Ramchal, but it’s not known if any action has been taken.

Ramchal did not return calls seeking comment, but sources with knowledge claim the ex-councilman is extremely distraught over the situation – breaking down to tears while claiming innocence.

Of interest, Steve and Jaclyn Fulop, Ramchal, and Vicki Hyman, owner of the Sixth Street Embankment and wife of former Real Jersey City funder Steve Hyman, supposedly have a close personal life. It’s believed that the group patronize lounges and nightclubs in New York City on Hyman’s tab, and rumors have swirled for months of a deal regarding the Embankment going down following Fulop’s re-election.

Chico has been serving as a consultant to Vickie Hyman, and has been known to be helping her market the Embankment to developers. It’s unclear if the alleged theft of Jaclyn Fulop’s phone will be disastrous for Hyman’s quest to sell the property for any real value.

Of note, according to sources, bipartisan leaders in Trenton are pushing Gov. Chris Christie to either pardon or commute the sentence of Ramchal so he could once again serve as a public official. Also of note, though much less newsworthy, Fulop has become distressed with Ramchal’s social media war with ChicpeaJC.

Mayor Fulop did not return a message seeking comment regarding the potential investigation into Ramchal.
